Ohio has mobile-specific requirements for both dental and medical care.
Dental
Mobile-specific requirements identifiedOhio law defines and regulates mobile dental facilities, operators, patient information obligations, exemptions, and discipline for noncompliance. The exception in § 4715.73 is limited to sealants and fluoride varnish delivered by the listed school or health-district programs, or another public or private entity under contract with the Department of Health and recognized by the Board. It exempts those facilities from §§ 4715.71 and 4715.72.
It is not an exemption for all school-based dentistry.

Medical
Mobile-specific requirements identifiedOAC 4729:5-3-23, effective January 15, 2025, covers specified nonprofit medication services and for-profit services for substance use, mental health, and related conditions. It requires a no-cost satellite license linked to an existing terminal distributor, appropriate personnel, drug-accountability records, secure storage, and removal of controlled substances when the clinic is not in use. Mobile opioid treatment programs have a separate rule, 4729:5-21-05, effective April 1, 2026.
It requires written Drug Enforcement Administration (DEA) approval and Board notification but does not require a separate terminal distributor license for the mobile component. It also allows a DEA-approved exception to the usual daily return and unloading requirement. Determine which rule applies before preparing a licensing or storage plan.
