David B. Vliet, MBA, is an Executive in Residence at Mission Mobile Medical and a nationally recognized healthcare executive with more than 30 years of experience advancing community-based care and health center innovation.
David previously served as CEO of LifeLong Medical Care, one of California’s largest Federally Qualified Health Centers, where he led systemwide transformation across clinical operations, workforce development, and community engagement.
Over his career, he has served as CEO of multiple health centers, scaling operations, expanding access, and strengthening care delivery for underserved populations.
He is known for pioneering innovative care models, including the nation’s first Firehouse Clinic, bringing primary care into trusted community spaces to overcome access barriers.

Paul McGann, MD, is an Executive in Residence at Mission Mobile Medical and a nationally recognized physician leader in healthcare quality, patient safety, and clinical transformation.
Dr. McGann previously served as Deputy Chief Medical Officer for Quality Improvement at the Centers for Medicare & Medicaid Services, where he helped lead some of the largest quality improvement initiatives in U.S. healthcare.
He co-led the Partnership for Patients, which significantly reduced hospital-acquired conditions nationwide, and the Transforming Clinical Practice Initiative, supporting more than 140,000 clinicians in transitioning to value-based care.
With more than 30 years of experience, Dr. McGann has been at the forefront of designing and scaling evidence-based care models that improve outcomes across complex healthcare systems.

Brian Toomey, MSW, is an Executive in Residence at Mission Mobile Medical and a nationally recognized leader in health equity and community-based care.
Brian served for more than two decades as CEO of Piedmont Health Services, where he led the organization’s growth to 10 accredited community health centers and two PACE programs, delivering integrated care to more than 50,000 patients annually.
Throughout his career, Brian has focused on expanding access to high-quality primary care in underserved communities, building strong partnerships across health systems, and advancing sustainable, community-rooted care models.
His leadership has been recognized with honors, including the National Association of Community Health Centers Grassroots Hall of Fame and the Boston College Distinguished Alumnus Award.
Earlier in his career, Brian held leadership roles at community health organizations, including Geiger Gibson Community Health Center in Boston, and has served as an Adjunct Associate Professor at the University of North Carolina at Chapel Hill.

Jerry Isikoff, Ph.D., is an Executive in Residence at Mission Mobile Medical and a nationally recognized clinical psychologist and healthcare executive with decades of experience advancing integrated, community-based care.
Dr. Isikoff most recently served as CEO of the Infant Welfare Society of Chicago, where he led the organization's transformation into a nationally recognized provider of whole-person care for underserved families.
Under his leadership, the organization achieved FQHC Look-Alike status, expanded services in maternal health, behavioral health, and food security, and earned multiple national quality awards for clinical performance.

Dr. Bricker co-founded and served as Chief Medical Officer of Compass Professional Health Services, a healthcare navigation company that scaled to more than 1.8 million members and 2,000+ employer clients, including organizations like T-Mobile and Southwest Airlines, before being acquired by Alight Solutions.

E. Benjamin Money, Jr. is Founder and Principal of Candescent Paths Consulting, LLC, based in Morrisville, NC. He previously served as Senior Vice President for Population Health at the National Association of Community Health Centers, where he led national efforts in care transformation, value-based care, and addressing social drivers of health.
Ben helped advance Whole-Person Health and Vital Conditions frameworks across community health centers and partnered with state and national leaders to develop models that address health inequities. He also led initiatives focused on environmental health and secured a $57M federal award to bring solar microgrids to rural health centers in the Southeast.

Eric currently serves as Senior Vice President and National Non-Profit Practice Leader at Marsh McLennan Agency, where he helps organizations strengthen operations, manage risk, and scale sustainably.
He began his career at Bouchard Insurance, where he rose into the ownership group, became a majority shareholder, and served on the board prior to its acquisition by Marsh McLennan Agency in 2019.
Throughout his career, Eric has been a trusted advisor to nonprofit leaders across the country, helping organizations become safer, more efficient, and more effective.
He has worked closely with associations such as the Florida Association of Community Health Centers and the Florida Coalition for Children, and regularly engages with policymakers in Tallahassee and Washington, D.C. to support funding and advocacy efforts for the communities his clients serve.

Dr. Kenneth W. Kizer is an internationally recognized physician executive known for his expertise in health system transformation, patient safety and quality improvement, public health, and veterans and military healthcare.
With nearly 50 years of experience, his career spans clinical practice in emergency medicine and senior leadership roles across state and federal government, the military, private sector, academia, and philanthropy.
He currently serves as a Distinguished Professor Emeritus at the University of California, Davis School of Medicine and Senior Scholar at Stanford University Clinical Excellence Research Center, while advising multiple private-sector organizations.
Dr. Kizer is a member of both the National Academy of Medicine and the National Academy of Public Administration.
From 1994 to 1999, he served as Under Secretary for Health at the U.S. Department of Veterans Affairs, where he led the transformation of the Veterans Health Care System, widely regarded as one of the most successful healthcare turnarounds in U.S. history.
He also served as California’s top health official (1984–1991), founding President and CEO of the National Quality Forum, architect of California’s EMS and trauma care systems, inaugural Chief Medical Officer of the California Department of Managed Health Care, and Chairman of The California Wellness Foundation.
An honors graduate of Stanford University and the UCLA Schools of Medicine and Public Health, Dr. Kizer is board-certified in six specialties and a fellow or distinguished fellow of 13 professional societies.
