Dental

Florida Medicaid’s mobile dental limitation has four express exceptions: qualifying Department of Health arrangements; qualifying federally qualified health center arrangements; care for recipients age 21 or older at nursing facilities; and arrangements with state-approved dental educational institutions. The health department and federally qualified health center exceptions also require compliance with the applicable Medicaid provider specifications. A contract alone is not enough to establish payment eligibility. Confirm facility and professional requirements separately with the appropriate licensing authorities.

Medical

Start with the definition and exclusions in § 400.9905(4), rather than assuming every mobile clinic needs a Health Care Clinic Act license. Exclusions include specified licensed facilities and ownership relationships, qualifying tax-exempt and government entities, practitioner-owned businesses meeting the statutory conditions, and Medicaid providers. Federally qualified health centers must identify the exclusion they actually meet; the statute does not name every federally qualified health center as a single blanket category.

Personal injury protection reimbursement has a separate exception-to-exemption provision. For a nonexempt mobile clinic, § 400.991(1)(b) requires a separate license and projected street locations at least quarterly. A covered portable equipment provider licenses one administrative office and does not file quarterly locations. Medicaid’s authority to restrict services delivered in mobile clinics is a separate payment issue.
